Romania social assistance: July 2026 benefit disbursements and new calculation rules

The National Agency for Payments and Social Inspection (ANPIS) has disbursed social assistance benefits for July 2026. Total payments include approximately 1.14 billion lei for state child allowances benefiting over 3.39 million recipients, and 578 million lei for child-rearing indemnities for 146,276 beneficiaries.

Other significant disbursements include 189 million lei for monthly indemnities for persons with severe disabilities and 137 million lei for those with accentuated disabilities. Various complementary personal budgets were also distributed to adults and children with different levels of disability.

Following Emergency Ordinance no. 23/2026, benefits for children with disabilities are now calculated as percentages of the Social Reference Indicator (ISR) rather than fixed nominal values. Under this new system, parents or guardians receive 83% of the ISR for severe disabilities, 60% for accentuated disabilities, and 30% for medium disabilities.
