Romania Expands Noise Fine Rules, Penalties Up to 12,000 Lei for Loud Yard Parties

Romanian legislators have amended Law No. 61/1991 on public order, removing the previous limitation that applied only to urban areas. The new wording extends the regulation nationwide, covering towns, communes and villages, and applies to parties held in yards, tents or other temporary structures near residential buildings.

Organisers whose music disturbs neighbours can be fined between 4,000 and 6,000 lei. If the same offence is repeated within 72 hours, the penalty rises to 6,000–12,000 lei, or the court may order 100–150 hours of community service. The amendment does not set a specific hour after which music is allowed, so loud gatherings at any time may be sanctioned when they disturb local residents.

The change aligns the law with Constitutional Court decision No. 368/2022 and aims to improve coexistence in both urban and rural settings.
