Romania penalty fine reforms

In early July 2026 Romania raised the monetary value of traffic‑violation penalty points, increasing the cost of offenses such as mobile‑phone use while driving, speeding and illegal lane use. The change, calculated as 5 % of the minimum gross salary, lifted the point‑fine from 202.5 lei to 216.25 lei and was intended to curb the surge in violations that accompanies the summer travel period.

Later in July, the government amended the public‑order law to extend noise‑fine provisions nationwide, covering towns, communes and villages. The amendment introduced fines of 4 000–6 000 lei for disturbing neighbours, with repeat offenses within 72 hours attracting penalties of 6 000–12 000 lei or community‑service orders. This move aligns with a Constitutional Court ruling and aims to improve coexistence in both urban and rural areas.

Together, the two measures illustrate a broader policy shift toward tougher enforcement and higher financial penalties across different domains of public behaviour in Romania.
