Romania to begin agricultural subsidy advance payments on October 16

The Agency for Payments and Intervention in Agriculture (APIA) is scheduled to begin paying agricultural subsidy advances on October 16, 2026. According to the Ministry of Agriculture and Rural Development, these advances may reach up to 75% of the total amount for various interventions, intended to help farmers cover autumn operational costs.

Proposed amounts for key schemes include €101.03/ha for basic income support (BISS) and €55.69/ha for redistributive complementary support (CRISS). Other payments cover young farmers, environmentally friendly practices, and livestock support.

Separately, concerns are rising regarding the future of agricultural funding in Romania due to upcoming reforms to the Common Agricultural Policy (CAP) for the 2028–2034 period. Former Agriculture Minister Achim Irimescu warned that the reduction of the CAP budget and the disappearance of the second pillar, which finances rural development and investments, could significantly impact the sector. This shift comes as the European Commission pushes for a green transition in agriculture, which requires substantial investment to combat challenges such as drought, pests, and international competition.
