Romania to implement distance-based road tax for heavy transport
The National Confederation for Female Entrepreneurship (CONAF) has raised concerns regarding the implementation timeline for Romania’s new distance-based road taxation system, known as TollRo. While the organization supports the ‘pay as you go’ principle, it warns of a critical gap in the operationalization calendar.
According to official information from CNAIR, the effective application of road tariffs based on distance is scheduled to begin on October 1, 2026. European interoperability through the European Electronic Road Charging Service (EETS) is expected to become operational by January 15, 2027.
CONAF, citing signals from the ASTRA Transport and Logistics Industry Patronat, noted that the primary concern is whether existing mechanisms can handle the volume and complexity of commercial fleet activities during the transition period without causing administrative or operational bottlenecks. The organization emphasized that road transport is vital to Romania’s production, distribution, agriculture, retail, and export sectors, and cautioned that the reform should not create additional risks for companies.
