Romania to implement new TollRO electronic road taxation system

Romania is implementing a new electronic vehicle taxation system called TollRO, effective August 31. The system operates on the principle of “the more you pollute, the more you pay,” applying differentiated rates based on a vehicle's ecological class.

For passenger cars, which will still require vignettes, the cost will depend on environmental standards. Electric vehicles or those with Euro 6 engines will benefit from the lowest daily rate of approximately 4.20 euro (22 lei). Vehicles with Euro 4 or Euro 5 standards will pay nearly 5 euro per day, while higher-polluting models will pay around 5.53 euro. Annual road taxes for passenger cars are expected to range from under 50 euro for the cleanest vehicles to 63 euro for the most polluting.

Heavy vehicles exceeding 3.5 tonnes will also be subject to new TollRO charges. These fees will be calculated based on kilometers traveled, the type of road used, total vehicle weight, and ecological standards. On regular and first-class roads, rates will range between 0.08 and 0.31 lei per kilometer, while motorway and expressway usage will cost between 0.17 and 0.62 lei per kilometer depending on the vehicle category.
