Romania to join OECD adult competency assessment in 2028

Romania is set to participate for the first time in 2028 in the Programme for the International Assessment of Adult Competencies (PIAAC). Coordinated by the OECD, this study measures the skills of the adult population, often referred to as the ‘PISA for adults’.

The assessment targets individuals between the ages of 16 and 65. Participants will be selected to ensure a representative sample of the country, including various genders, ages, education levels, and employment statuses, such as employees, the unemployed, or those no longer active in the labor market.

Testing will be conducted digitally and focuses on three core competency categories: literacy, numeracy, and adaptive problem-solving. Literacy assessments go beyond simple reading to evaluate a person's ability to find information, understand meaning, synthesize data from different sources, and assess the credibility of information. Numeracy involves applying mathematical skills to everyday situations, while problem-solving measures the ability to find solutions when problem parameters change.
