Dimian characterized the decline as a “cognitive virus,” citing social media and fragmented attention as contributing factors.
Following the PISA 2025 results, student performance in mathematics, reading, and science fell below the OECD average, with reading comprehension scores dropping 16 points compared to 2022. Experts have highlighted a rising crisis of functional illiteracy, noting that the proportion of students falling below basic competency thresholds has increased by 14% over the last decade.
A widening rural-urban divide remains a critical issue. In 2024, preschool participation in Romania was only 76.5%, the lowest in the EU. Middle school enrollment reaches 96% in urban areas but drops to 65.6% in rural regions, while eighth-grade graduation rates show a similar gap (92.3% urban vs. 61.5% rural). Education Minister Sorin Costreie has warned that some students face extreme hardships, including food insecurity and inadequate sanitation.
To address these issues, the government has approved participation in the OECD’s PIAAC program to assess adult competencies in reading, math, and problem-solving.
