Romania will introduce the electronic TollRO system for vehicles over 3.5 tonnes on 31 August 2026. The new scheme charges tolls per kilometre travelled, replacing the current vignette for heavy trucks and taking into account road type, vehicle weight and emission class. Light passenger cars will keep the existing vignette, with fees linked to their emission category.

The rollout was moved from an earlier 1 October start to avoid jeopardising funding from Romania’s National Recovery and Resilience Plan (PNRR), whose deadline is 31 August. The parliament has approved the law, but it still requires the president’s signature to take effect. TollRO will be interoperable with electronic toll systems of other EU member states, facilitating cross‑border road transport.

Serbian transport operators have been warned to register in the TollRO system and verify routes, emission classes and electronic mileage recording before the October deadline to avoid disruptions.
