Romania, Ukraine and Moldova Form Cyber Alliance to Counter Russian Attacks

Romania, Ukraine and the Republic of Moldova signed a memorandum in Kyiv in February to create a regional cyber‑defence alliance aimed at countering Russian‑origin cyber attacks. The pact enables real‑time sharing of threat intelligence and complements existing NATO and EU frameworks without replacing them, according to Dan Cîmpean, director of Romania’s National Cyber Security Directorate.

At the same time, Moldova is receiving NATO and EU support to modernise its air‑defence capabilities. The European Union has earmarked €120 million for the project, which includes new equipment, training on cyber and hybrid threats, and strengthening overall resilience. NATO officials reiterated respect for Moldova’s constitutional neutrality while assisting with anti‑aircraft systems and crisis management.

Both initiatives reflect a coordinated effort by Eastern European states and their Western partners to bolster regional security against Russian aggression.
