Romanian Bolojan Government Court Suspends 11 Decisions

The Bucharest Court of Appeal suspended the effects of eleven government decisions issued by the Bolojan cabinet. The court ruled that the government, which had been dismissed, exceeded its authority by using administrative acts to amend existing law and by acting during a period when it was only permitted to handle routine matters. Political scientist Cristian Pîrvulescu explained that the contested decisions went beyond mere implementation of legislation and entered the realm of law‑making, a power reserved for Parliament. The suspension is temporary; the decisions will be examined on their merits, but the ruling underscores that a caretaker government cannot extend or modify laws without parliamentary approval.

The judgment highlights constitutional limits on a demissionary cabinet, reaffirming that only essential administrative actions are allowed until a new government takes the oath. It serves as a warning against the practice of using government orders to bypass legislative procedures.
