PSD lawyers emphasized the risk of penalties up to €1 billion if the ordinances are not revoked, whereas the interim cabinet cited Article 110 of the Romanian Constitution, which it interprets as permitting a dismissed cabinet to perform necessary administrative acts until a new government is sworn in. The government announced an accelerated appeal of the six suspended ordinances, with hearings set to begin on 30 July. PSD secretary‑general Claudiu Manda criticised the Bolojan cabinet as “illegitimate,” warning that the suspension threatens EU funding, delays renewable‑energy projects, and could trigger infringement procedures tied to the National Recovery and Resilience Plan. On 6 August the Bucharest Court of Appeal further suspended the effects of eleven government decisions issued by the Bolojan cabinet. The court ruled that the demissionary government had exceeded its mandate by using administrative acts to amend existing law and by acting beyond routine matters, effectively engaging in law‑making reserved for Parliament.
