On 29 July 2026 the Chamber of Deputies held an extraordinary session to consider several projects linked to Romania’s National Recovery and Resilience Plan (PNRR). Deputies approved the new Code on Territorial Planning, Urbanism and Construction (CATUC), which consolidates 21 previous regulations, introduces a digital platform for permits and aims to cut the authorization period from four‑to‑eight months to about 65 days. The code is a PNRR milestone that will unlock roughly €1 billion of non‑repayable EU funds and includes provisions for large developers to contribute to local infrastructure.

The same session voted to approve the SAFE loan agreement with the European Union, valued at €16.68 billion, earmarked mainly for defence spending. The Chamber gave a majority of 198 votes in favour, 58 against, 14 abstentions and one absent; the loan now proceeds to the Senate for final approval. PSD leader Sorin Grindeanu said the measures saved Romania close to €4 billion of EU resources. Opposition parties AUR and SOS România announced they would not support the SAFE loan.

If the Senate endorses the proposals and the President signs them, the Urbanism Code will enter force within 15 days and the loan will become operational, with repayments scheduled to start in 2035.
