Romania convokes Parliament for extraordinary July session to pass PNRR bills and extend 9% housing VAT

Senate President Mircea Abrudean announced that the Senate will be convened in an extraordinary session from 27 to 31 July, with the Chamber of Deputies doing the same, to debate and vote on legislative projects required to meet the milestones of Romania’s National Recovery and Resilience Plan (PNRR) and to avoid losing EU funds. The agenda includes two bills addressing the fallout from a recent cyber‑attack on the National Agency for Cadastre and Real Estate Advertising (ANCPI), which has crippled the e‑Terra system and threatens the application of the reduced 9 % VAT rate for home purchases. Abrudean proposed that all political forces unite behind a single solution, stating: “The solution is to extend the deadline, most likely until 31 August, so that people who signed contracts are not penalised by an administrative blockage.” Chamber President Sorin Grindeanu also called for a simultaneous extraordinary session of the lower house, emphasizing the urgency of “de‑blocking the country.” The proposed extension would keep the reduced VAT rate in force until the end of August, protecting buyers and supporting the timely implementation of PNRR projects.
