Romanian CNAS pushes outpatient care as private hospital expands CNAS-covered services

The National Health Insurance House (CNAS) in Romania announced a reform that will prioritize ambulatory consultations, family physician services and specialist outpatient care, aiming to reduce unnecessary hospital admissions and improve resource use. CNAS President Valeria Herdea said the new model will shift focus to pre‑hospital care and will be implemented in stages, with a funding balance change expected by 1 January 2026.

At the same time, the privately‑run Dr. Holhoș Hospital in Alba Iulia has begun offering fully or partially reimbursed treatments for 13 specialties through CNAS, allowing patients to receive comprehensive care—including surgery and intensive care—under one roof. Founder Dr. Teodor Holhoș highlighted that the facility’s modern equipment, such as a ZEISS Kinevo 900 surgical microscope, enables complex procedures while keeping costs covered by public health insurance.
