Romanian local councils approve large budget boost and new terrace penalties

The Bucharest Sector 6 City Council swiftly adopted a resolution on 23 July 2026 that raises the annual budget of the urban‑design firm Centrul de Inovare și Proiectare Urbană Sector 6 S.R.L. (CIPU) from 6.939 million lei in 2025 to 19.800 million lei for 2026 – an increase of 186%. Staff expenses for roughly 25 employees surge from 2.674 million lei to 7.6 million lei, despite the company reporting a loss of 5.744 million lei the previous year. The decision was linked to local officials including Ciprian Ciucu, Paul Moldovan, Cristian Băcanu and PNL representatives Oana Gheorghiu and Dragoș Pîslaru, prompting accusations of wasteful public spending.

In Resita, the municipal council corrected a drafting error in its public‑space ordinance (HCL 122/2026) that previously omitted penalties for several violations. The amended regulation now defines fines ranging from 1,000 to 2,000 lei for improper use of public and private domains, particularly targeting seasonal terraces operating without permits, beyond permitted hours, or on prohibited surfaces such as roadways, parking and green zones. Urbanism and local police agents are authorized to enforce the new sanctions, which also ban unapproved street furniture, plastic decorations, open‑air cooking, and private events on terraces.
