Romania launches state bond programs and diaspora investment grants

The Romanian government has launched several financial initiatives through the Ministry of Finance, including the eighth edition of the Tezaur state bond program and the Fidelis program.

The Tezaur program, running from August 10 to September 4, 2026, offers tax-free annual interest rates of 6.20% for 1-year maturities, 6.75% for 3-year maturities, and 7.15% for 5-year maturities. These bonds can be purchased through various channels, including Ghişeul.ro, the State Treasury, and Romanian Post.

The Fidelis program provides specific interest rates for blood donors, including 7.30% for two-year lei bonds and 5% for three-year euro bonds. Other Fidelis options include ten-year lei bonds with 7.50% interest.

Additionally, the government has operationalized the "Diaspora Investește Acasă" (Diaspora Invests at Home) program. This initiative allocates 100 million euros in grants to support investments made by Romanians living abroad who establish new businesses in Romania. The Investment and Development Bank (BID) is mandated to manage these funds, which can cover up to 60% of an investment loan, with a maximum grant of 200,000 euros per eligible beneficiary.
