Romanian Parliament convenes for extraordinary session to debate PNRR reforms

The Romanian Senate and Chamber of Deputies have convened for an extraordinary parliamentary session from August 24 to 26. This session is critical for meeting deadlines associated with the National Recovery and Resilience Plan (PNRR), as several legislative milestones must be enacted by August 31.

A primary focus is the “hydrogen law” (Milestone 126), which aims to integrate renewable and low-carbon hydrogen into industry and transport to promote green energy. This reform is a prerequisite for Romania to access its fifth PNRR payment request, valued at 2.84 billion euros.

Other significant legislative items include the re-examination of integrity laws following a Constitutional Court decision (no. 883) regarding the publication of assets declarations for officials. Additionally, the agenda covers education reforms, specifically proposals to delay the implementation of new high school admission exams for eighth-grade students, and discussions regarding new salary legislation.
