The Romanian Senate and Chamber of Deputies gathered in a hybrid extraordinary session from 27 to 31 July to adopt a package of laws required for the National Recovery and Resilience Plan (PNRR). The agenda includes a law that creates a “state of crisis” on the oil market, limiting commercial mark‑ups and introducing a dynamic excise that can reduce diesel duty gradually. A separate measure keeps the reduced 9 % VAT rate for housing contracts that were signed and paid for before the ANCPI tax‑rule change. A performance‑bonus scheme for ANAF and customs staff tied to extra budget revenues, reforms to the public‑administration career system, and the adoption of the Urban Planning Code are also slated for approval. The session also discusses the SAFE loan agreement with the European Union.

Senate President Mircea Abrudean reported that the adopted laws protect consumers, shield the economy from fuel‑price spikes and will save more than €3 billion, while the PNRR‑related reforms are essential to unlock roughly €4.5 billion of EU funds. PSD leader Sorin Grindeanu reiterated that the governing coalition will only support measures that serve Romania’s interest. The legislation is expected to be voted on by the end of the week, with the aim of meeting the PNRR milestones before the end of August.
