Romania's Parliament convenes extraordinary session to unlock PNRR funds
Romania’s Senate and Chamber of Deputies opened a five‑day extraordinary parliamentary session from 27 to 31 July. The session’s primary goal is to adopt legislation required to unlock roughly €4.5 billion of EU funds tied to the National Recovery and Resilience Plan (PNRR).
Key measures on the agenda include a fuel‑market crisis law that limits commercial margins and introduces a dynamic diesel excise, effective until 31 October 2026; a law preserving a reduced 9 % VAT rate for home purchases where an advance payment has been made; a performance‑bonus scheme for ANAF and customs staff linked to extra budget revenues; adoption of the SAFE loan agreement with the EU; and reforms of the urban planning code, administrative code and decarbonisation of heating and cooling. Senate President Mircea Abrudean and Chamber President Sorin Grindeanu highlighted the importance of these laws for citizens and for meeting PNRR milestones. European Parliament Vice‑President Victor Negrescu warned that the PNRR is edging toward failure without timely legislative action.
