Romanian Parliament passes amendments to SAFE program emergency ordinance

On Wednesday the Chamber of Deputies approved a legislative proposal to amend Emergency Ordinance No. 62/2025, which implements the EU Regulation on the SAFE programme. The amendment introduces a new article that permits primary budget credit officers to de‑commit funds that were legally committed under other expenditure titles for 2026 and to re‑commit them to a new title, while prohibiting their use for new spending, transfers, or surrender to the budgetary reserve.

The Senate followed on Tuesday, voting 86 in favour, 35 against and 3 abstentions to adopt the same amendment. The Chamber of Deputies is the decision‑making body for the bill. The changes aim to give the state budget greater flexibility in reallocating 2026 commitments under the SAFE programme.
