Romania delays disability solidarity pension to 2027, adds new tax rules and moves payments to cards
Romania postponed the solidarity indemnity for severely disabled pensioners to 1 January 2027. The payment was originally planned for 1 January 2025, moved to 2026, and now delayed again. The postponement does not affect regular disability pensions, the personal supplementary budget or the companion allowance, which continue under existing rules.
New tax rules were introduced for pensioners whose monthly pension exceeds 3,000 lei. Pensions up to that threshold remain exempt from the health contribution (CASS) and income tax. For amounts above 3,000 lei, a 10 % CASS is applied to the excess, followed by a 10 % income tax on the remaining balance, resulting in an effective levy of about 19 % on the surplus. A 4,000 lei gross pension, for example, incurs 190 lei of deductions and yields a net payment of 3,810 lei.
In addition, pension payments and allowances will be transferred to electronic cards beginning in August 2026, with distribution managed through the postal service.
