Romanian pensioners face credit hurdles and double taxation
Many Romanian pensioners encounter banks refusing loan applications because of age, even when they have a stable pension and timely payments. Non‑bank financial institutions (IFNs) such as Marck Leasing IFN provide alternatives, offering personal, mortgage and refinancing loans to individuals up to 70‑80 years old, with flexible criteria and online applications available in Constanța County.
At the same time, pensioners receiving more than 3,000 lei per month are subject to a 10 % income tax and an additional 10 % health insurance contribution (CASS). An open letter from pensioner Petre Lungoci questioned the fairness of this “double taxation” and urged parliament and government to explain the policy. The Constitutional Court is set to review the legality of CASS on pensions, while the contribution is scheduled for removal on 1 January 2028.
