Dominic Fritz faces loss of mayoral mandate over controversial ANI law amendment
Romania's Senate Legal Committee approved an amendment proposed by the Social Democratic Party (PSD) to the National Agency for Integrity (ANI) law. The amendment states that any elected official declared definitively incompatible or in a conflict of interest – even for cases that occurred before the law’s entry into force – will lose their mandate or public office within 30 days. The change was adopted with votes from PSD, the Alliance for the Union of Romanians (AUR) and a handful of PNL senators, while opposition senators from PNL, USR and others voted against it.
The amendment is viewed as targeting Timișoara mayor Dominic Fritz, who was found in a conflict of interest by ANI. Fritz and USR leaders, including interim prime minister Ilie Bolojan, argue the provision is unconstitutional because it applies retroactively, violating the principle that laws affect only future actions. They warn that the rule could jeopardise roughly €770 million of National Recovery and Resilience Plan (PNRR) funds tied to the integrity law.
The proposal is set for a final plenary vote in the Senate at 16:00. If passed, opponents said they would challenge the law before Romania’s Constitutional Court, arguing it threatens the rule of law and European funding.
