Romanian transit operators Metrorex and STB dispute salary limits

Metrorex, the Bucharest metro operator, is embroiled in an internal dispute over a board‑approved salary‑cap rule that limits remuneration to 80% of the general director’s allowance. Chief Financial Officer Ioana Diaconu accused General Director Mariana Miclăuș of failing to implement the February 2026 board decision, while Miclăuș counter‑accused Diaconu of neglecting her duties. Diaconu cited legal provisions (Law 296/2023 and Law 158/2025) and noted that the Ministry of Labour and the Ministry of Finance confirmed the cap must apply without additional contracts. The Court of Auditors flagged the issue as a risk for a future audit.

Separately, Andrei Bighea, the General Director of Societatea de Transport București (STB), disclosed his own salary—about 19,000 lei (≈ 3,500 €)—and said the average STB salary is roughly 9,700 lei. He highlighted staff turnover, with 200 voluntary resignations and 310 applicants attracted by six compensation packages, and called for dedicated bus‑only lanes to improve public‑transport efficiency.
