Bucharest transport faces debt crisis and service threats

Following the Bucharest Tribunal’s rejection of STB’s insolvency request on 18 August 2026, the city’s public transport network faces heightened instability. In response to the previous rejection, Societatea de Transport București (STB) has filed a new insolvency application with the Bucharest Tribunal. Mayor Ciprian Ciucu stated this filing includes “nine thoroughly verified folders” to stabilize finances, noting that surface transport accounts for 34% of the Bucharest City Hall annual budget.

The financial crisis has intensified for the Metrorex subway system. As of 10 September 2026, Metrorex representatives warned that operations could be halted as early as 16 September due to a critical lack of funds, reporting that only 3,000 lei remain in their accounts and the 2026 budget remains unapproved.

However, the Romanian government has since approved the 2026 revenue and expenditure budget for Metrorex S.A. For 2026, Metrorex projects total revenues of 1.797 billion lei, a 23.19% decrease compared to 2025, and anticipates losses of nearly 300 million lei. The company expects a state subsidy of 761.49 million lei, covering approximately 59.65% of its estimated 1.276 billion lei compensation requirement. Despite the strain, Metrorex forecasts passenger traffic will rise to approximately 165.5 million in 2026. To maintain service during maintenance of CAF trains, Bombardier-type carriages have been introduced on Line 2, though passengers may face increased waiting intervals.
