Romania's CNA introduces new regulations for large-scale influencers

The National Audiovisual Council (CNA) in Romania has introduced new regulations targeting large-scale content creators and influencers. Under the updated audiovisual legislation, creators who meet specific criteria must notify the CNA within 60 days of the decision coming into force.

To fall under these regulations, a creator must meet several requirements: having a cumulative audience of at least 100,000 followers or subscribers across platforms, having published at least 24 video materials in the last 12 months, and engaging in activities that generate economic benefits or other advantages such as income or services.

While some critics argue these measures could limit freedom of expression, the CNA maintains that the regulation introduces editorial responsibility for those with significant influence. According to CNA member Mircea Toma, the goal is to ensure responsibility toward the public when content reaches large audiences, rather than eliminating freedom of expression. Currently, while over 8,000 Romanian profiles meet the follower threshold on platforms like Instagram, TikTok, and YouTube, approximately 100 individuals have already completed the required notification process.
