Romanian influencer marketing regulation

Overview

The influencer marketing market in Romania has grown to an estimated annual value of 112 million euros, supported by approximately 60,000 content creators. Earnings within this sector vary by follower count, with top-tier creators reporting substantial annual turnovers and most regular influencers operating as Authorized Physical Persons (PFA) subject to specific tax regulations.

In response to the scale of this industry, the National Audiovisual Council (CNA) has introduced new regulations targeting large-scale influencers. Under updated audiovisual legislation, creators with a cumulative audience of at least 100,000 followers who have published at least 24 videos in the last 12 months and generate economic benefits must notify the CNA within 60 days.

While critics suggest these measures may limit freedom of expression, the CNA states the regulation is intended to ensure “editorial responsibility” for those reaching large audiences. While over 8,000 Romanian profiles meet the follower threshold, approximately 100 individuals have already completed the notification process.
