Romania's Finance Ministry launches Fidelis bond edition with up to 7.5% lei interest

The Romanian Ministry of Finance announced the eighth edition of its Fidelis program, running from 7‑14 August. The offering includes government bonds denominated in lei with interest rates of 6.30% (2‑year), 6.90% (4‑year) and 7.50% (10‑year), and euro‑denominated bonds at 4.00% (3‑year) and 6.30% (10‑year).

A special tranche is reserved for blood donors: a 2‑year lei bond at 7.30% and a 3‑year euro bond at 5.00%. Eligibility requires proof of blood donation from 1 March 2026 onward, under the "Romania has rocker's blood" campaign partnered with Morning Glory and Rock FM. Minimum subscription thresholds are reduced to 500 lei (vs. the standard 5,000 lei) and 100 euro (vs. 1,000 euro), with caps of 100,000 lei and 20,000 euro respectively.

The bonds are tax‑exempt, can be sold before maturity at market price, and have a nominal value of 100 lei or 100 euro. The programme aims to attract investors while encouraging blood donation.
