Romania imports roughly three‑quarters of the crude oil it refines, with domestic production covering just over one‑quarter of refinery needs. About half of these imports come from Kazakhstan and travel through the Caspian Pipeline Consortium (CPC) to the Russian port of Novorossiisk before being shipped across the Black Sea to Constanța.

Recent attacks on the CPC terminal and wider Black‑Sea security threats have forced Kazakhstan to cut output at the Tengiz field from around 925,000 to 406,000 barrels per day, reducing the country’s overall oil production by roughly 21 %. The Petromidia refinery, specialised for Kazakh crude, is therefore both a strategic asset and a vulnerability for Romania.

Energy analysts from the Association for Intelligent Energy (AEI), led by Dumitru Chisăliță, warn that the combination of geopolitical tensions, infrastructure attacks and supply cuts could quickly trigger a regional fuel‑price shock and a serious energy‑security crisis for Romania unless alternative routes and coordination mechanisms are established.
