Since the late‑July 2026 emergency, the diesel shortage has worsened. Moldova’s 30‑day energy alert, announced on 26 July, kept the commercial margin at +37 bani per litre and capped retail diesel at 31 lei, with the extra margin earmarked for emergency reserves. By 27 July the national reserve fell to 6.9 days of consumption and 53 of the 590 PECO stations were out of diesel; the number rose to 66 stations on 28 July, prompting agency warnings that supplies are depleting rapidly. The government also imposed a 30‑day export limit at Giurgiulești and created “green corridors” to speed imports, while hydrological alerts remained in force as river flows stayed at about 10 % of normal.
In Romania, diesel prices broke the 10‑lei per litre psychological barrier, spurring the Senate’s dynamic excise‑tax bill. On 29 July Romanian interim prime minister Ilie Bolojan and Kazakh prime minister Olzhas Bektenov held a call confirming the need to protect the Caspian Pipeline Consortium, which supplies roughly 60 % of Romania’s crude imports, and pledged continued cooperation after recent drone attacks on the Novorossiysk terminal.
