Since the late‑July 2026 emergency, the diesel shortage has worsened. Moldova’s 30‑day energy alert, announced on 26 July, kept the commercial margin at +37 bani per litre and capped retail diesel at 31 lei, with the extra margin earmarked for emergency reserves. On 29 July Romanian interim prime minister Ilie Bolojan and Kazakh prime minister Olzhas Bektenov held a call confirming the need to protect the Caspian Pipeline Consortium, which supplies roughly 60 % of Romania’s crude imports, and pledged continued cooperation after recent drone attacks on the Novorossiysk terminal.
