Romania's National Health Insurance Launches Hospital Data Platform

The National Health Insurance House (CNAS) unveiled an online platform that publishes key performance indicators for Romanian hospitals, including bed occupancy, average length of stay, patient numbers and resource use. The system, accessible at https://cnas.ro/spitale/, allows comparisons across facilities and aims to support evidence‑based decisions on organization and financing. CNAS president Conf. Univ. Dr. Horațiu‑Remus Moldovan said the tool marks a major step toward transparency, noting that “without data reform is based on perception; with data it is based on evidence.”

Initial data show an average acute‑bed occupancy of about 63%, with one‑third of contracted beds remaining unused. Over 140 hospitals report occupancy below 60% and 63 below 50%, while large emergency centers operate at or above full capacity. Financially, roughly half of hospitals have personnel costs exceeding 79% of health‑insurance revenues, some reaching 90%.

The platform also provides detailed statistics for the Satu Mare County Emergency Hospital: 1,079 of 1,146 approved beds are contracted, acute‑ward occupancy is 72.4% and chronic‑ward occupancy 63.5%. In 2025 the hospital treated 31,413 acute cases and 1,749 chronic cases, with an average stay of 5.7 days. Its case‑complexity index rose to 1.64, above the national average of 1.0, highlighting the need for resource adjustments.
