Romania's new electronic ID cards face implementation hurdles

Romania has introduced compact electronic identity cards that embed a chip and can be used for future digital services. Critics note that the cards omit the holder's printed residential address, forcing users to obtain a separate digital certificate of domicile via the Ministry of Internal Affairs portal. This extra step has been described as cumbersome and has sparked calls for a simple sticker solution similar to practices in Germany.

The rollout also excludes Romanians living abroad. Although technical tests were completed in early April 2026 and the legal framework was amended in 2025, the Ministry of Internal Affairs says the operationalisation of the service in embassies and consulates depends on the Ministry of Foreign Affairs. No date has been set for when the diaspora will be able to apply for the electronic ID abroad.
