Romania's pharmacy sector urges law change for predictable medicine reimbursements

Representatives of Romania's pharmacists and community pharmacies, including the College of Pharmacists of Romania and several industry associations, have called for legislative amendments to guarantee a predictable mechanism for reimbursing medicines. They praised recent progress by the National Health Insurance House (CNAS) in reducing historic payment delays, but warned that further legal changes are needed to prevent future blockages.

The groups highlighted the European Commission’s referral of Romania to the EU Court of Justice over past payment delays and proposed measures such as unrestricted use of funds from the National Single Health Insurance Fund, exemption of that budget from payment‑limiting mechanisms, and a fixed reimbursement calendar ensuring payments by the 15th of each month. They argue that these steps would secure the drug supply chain, maintain pharmacy operations, and ensure uninterrupted patient access to treatment.
