Romania's SRI says Digi contract was handled independently of the government

The Romanian Intelligence Service (SRI) stated that it alone managed the approximately €200 million contract with telecom operator Digi for a data centre and an AI‑driven cyber‑security platform under the SAFE defence‑investment programme. SRI said it identified the acquisition needs, consulted the market, prepared the tender documentation and followed legal procedures, while the inter‑institutional working group and the Supreme Council of National Defence only approved the final list of suppliers.

Interim Prime Minister Ilie Bolojan clarified that the contract was not negotiated by the government. Each authority receiving SAFE funds – such as the Ministry of Defence, the Ministry of the Interior, the SPP and SRI – negotiated its own agreements, and the government’s working group had no involvement in the talks. Both SRI and the prime‑ministerial chancellery underscored the need for transparency and compliance with the emergency ordinance governing the SAFE programme.

The contract, part of Romania’s broader effort to strengthen national cyber‑defence capabilities, was approved after a legal assessment and is intended to be implemented entirely on Romanian territory.
