Rosario City Council approves nightlife harassment prevention protocol

The Rosario City Council has approved the ‘Preguntá por Ángela’ (Ask for Angela) protocol, a new initiative designed to prevent and respond to harassment and abuse in nightlife venues. Proposed by Councilwoman Alicia Pino, the measure aims to protect women and diverse identities from physical aggression, sexual attacks, and chemical submission.

Participation in the program is voluntary for businesses, including bars, pubs, nightclubs, hotels, motels, and event halls. Once an establishment joins, staff will undergo training to provide immediate support, isolate victims from potential aggressors, and ensure a safe exit from the premises.

Individuals in distress can activate the protocol by asking for ‘Ángela’ at the bar or reception. Employees or witnesses can also trigger the protection scheme. In severe cases, staff are instructed to contact the police, emergency services (911), the 144 helpline, or municipal gender services.
