Baja California to build largest desalination plant in Latin America

The government of Baja California is set to begin construction on the Playas de Rosarito desalination plant, which is expected to be the largest of its kind in Latin America. The project aims to secure water supplies for Tijuana, Playas de Rosarito, and Ensenada for the next 30 years, reducing vulnerability to droughts.

The total investment for the project and its associated conduction works is estimated at over 15.6 billion pesos, funded through a combination of federal and state resources. Officials emphasized that this is a public project and will not result in increased water rates for families. The desalination plant itself is expected to produce 2,200 liters of water per second.

The first stage of the project has been awarded to the Cox Water and Cox Energy consortium for approximately 6.1 billion pesos. Construction is scheduled to begin in late September 2026, with an estimated completion date before August 31, 2029.
