Overview

The Mexican government is implementing large-scale water infrastructure projects to improve supply and security across different regions. In the State of Mexico, the National Water Commission (Conagua) is investing over 5.5 billion pesos to construct a water treatment plant at Lago de Guadalupe. This project includes a diversion dam, a pumping plant, and a 14-kilometer conduction line designed to process up to 3,000 liters of water per second. The initiative aims to provide potable water to Cuautitlán Izcalli and the Valle de México metropolitan area while reducing flood risks.

In Baja California, the Playas de Rosarito Desalination Plant is advancing as a major component of the National Water Plan. While initial estimates placed the investment at 12.5 billion pesos, the total project cost is now projected to exceed 15.6 billion pesos, funded entirely through public resources from federal and state levels. Officials state the plant is expected to be the largest in Latin America, with a production capacity of 2,200 liters per second—covering approximately half of the consumption volume for the coastal zone. The project aims to strengthen the water supply for Tijuana, Rosarito, and Ensenada, reducing regional dependence on the Colorado River and vulnerability to droughts. Governor Marina del Pilar Ávila Olmeda has emphasized that the project will not use privatization or public-private partnerships to ensure no impact on household water rates.

As of late September 2026, construction has officially commenced on the facility. The federal government, through Conagua, is contributing approximately 10.5 to 10.7 billion pesos, while the Baja California state government is investing roughly 4.6 to 4.9 billion pesos to complete the distribution network. The project is expected to increase regional water availability by up to 45 percent and serve more than 2.2 million residents, with completion targeted by 2029.
