Rosatom expands nuclear energy cooperation across Africa

During the third Russia-Africa Summit in Moscow, Rosatom announced expanded nuclear energy initiatives aimed at addressing electricity shortages across the continent. The Russian state nuclear corporation is in advanced negotiations with several nations to provide various scales of nuclear technology, including large-scale plants and small modular reactors.

Specific developments include:

• Togo and Rosatom signed a memorandum of understanding on October 28, 2026, to cooperate on peaceful nuclear applications in electricity, health, agriculture, and specialist training.

• Rwanda and Rosatom signed an agreement to develop nuclear infrastructure, including small modular reactors and a Center for Nuclear Science and Technology.

• Ghana has initiated discussions regarding the establishment of its first nuclear power station to support industrialization.

• Rosatom is conducting detailed negotiations with Egypt, Namibia, and Tanzania. In Egypt, the company is currently constructing the four-reactor El Dabaa plant.

Additionally, Rosatom is promoting floating nuclear power plant technology, a solution for coastal nations. Nine African countries have reportedly expressed interest in this technology. Beyond energy, Russia is also expanding its footprint through uranium extraction projects in Namibia and lithium exploration in Mali.
