Russia-Africa nuclear energy cooperation

Overview

Russia is expanding its nuclear technology footprint across Africa through strategic partnerships and capacity-building initiatives. At the Russia–Africa Women’s Nuclear Forum in Tanzania, Rosatom pledged to support female professionals in science and engineering through mentorship and training programs. In West Africa, Russia is advancing energy partnerships in Togo and Burkina Faso. During the third Russia-Africa Summit in Moscow, Togo and Rosatom signed a memorandum of understanding on October 28, 2026, to cooperate on peaceful nuclear applications. In Burkina Faso, technical delegations are working to implement a framework agreement to address electricity deficits and expand radiation technology for oncology.

During the same summit, Ghana and Russia reached several bilateral agreements to deepen economic and strategic ties. President John Dramani Mahama and President Vladimir Putin secured a commitment from Russia to support Ghana in developing a 2,000-megawatt nuclear power plant through Rosatom. Foreign Affairs Minister Samuel Okudzeto Ablakwa stated that the project aims to provide reliable energy for industrial growth. Other commitments include defense cooperation, enhanced agricultural collaboration, and increased scholarship opportunities. The two nations also agreed to reactivate the Permanent Joint Commission for Cooperation.

Regarding security, President Putin provided an assurance that Ghanaian nationals will no longer be permitted to participate in the conflict in Ukraine. This follows concerns raised by President Mahama regarding reports that hundreds of Ghanaians had been recruited through fraudulent employment schemes, resulting in casualties and prisoners of war. This policy is intended to halt both irregular recruitment and voluntary enlistment.

Rosatom is also developing nuclear infrastructure in Rwanda, including small modular reactors. In Egypt, Rosatom is constructing the El Dabaa plant, with plans to potentially expand from four to six generating units. Furthermore, nine African countries, including Namibia, are negotiating the use of floating nuclear power plant technology.
