Rumen Radev shifts Bulgarian foreign policy toward transactional approach
Following the April 2026 elections, Rumen Radev has transitioned from President to Prime Minister after his Progressive Bulgaria party secured a significant majority. His administration has adopted a more transactional foreign policy, signaling a shift from Bulgaria’s long-standing pro-European course.
In May, Bulgaria halted military support to Ukraine, with Radev describing the Ukrainian cause as “doomed.” Bulgaria also declined to join a 36-nation initiative to establish a special tribunal to prosecute Russia for its invasion of Ukraine. During a visit to Paris, Radev withdrew Bulgaria from the “coalition of the willing,” stating that military aid would only prolong the conflict and that the country lacks the capacity to assist.
Despite these shifts regarding Ukraine, Bulgaria has maintained ties with the United States, agreeing to host up to eight US aerial refueling tankers at the Bezmer military base to support operations in the Middle East. Russian Foreign Minister Sergei Lavrov has commented on Radev’s stance, noting his focus on national interests over EU bureaucracy.
