Russia accused of using coercion and human trafficking for military recruitment

Reports from human rights organizations indicate that Russian authorities are using deceptive, coercive, and exploitative methods to recruit personnel for the war in Ukraine. Amnesty International has released a briefing alleging that Russia is engaging in human trafficking by luring foreign nationals from low-income countries in the Global South under false pretenses. These individuals are often promised civilian or non-combat roles, only to be deployed to the front lines with minimal preparation after signing paperwork they may not understand.

Domestically, Russian recruitment tactics have reportedly shifted toward coercion to avoid the political risks of a mass mobilization. Human rights groups such as Call to Conscience and Take a Walk in the Woods have documented an increase in forced enlistment. Tactics include targeting vulnerable populations—such as those with criminal records, debts, or illnesses—and using physical force to compel individuals to sign military contracts. In some instances, recruiters are being paid to find new recruits, creating incentives for aggressive and unlawful enlistment practices.
