Russia confronts nationwide fuel shortages as Ukrainian strikes hit refineries and power infrastructure

Ukrainian long‑range drone and missile attacks have struck several key Russian energy facilities. Hits include the Orenburg natural‑gas processing plant, two satellite‑communication centers and Moscow’s largest oil refinery, which Russian sources say will be out of service for at least six months. The attacks have forced at least 15 Russian regions to impose limits on gasoline and diesel sales, with queues forming at stations and restrictions introduced in the oil‑rich Khanty‑Mansi autonomous district and elsewhere.

The shortages have also affected Russian‑occupied Crimea, where Ukrainian strikes caused power outages in Sevastopol and prompted fuel‑sale bans on the peninsula. In response, Russian officials warned of possible diesel‑export bans and described the strikes as attempts to “destabilise Russian society.” At the same time, President Vladimir Putin accused NATO of preparing for war and said he sees no basis for negotiations with Kyiv, while Foreign Minister Sergei Lavrov dismissed the United States as an “objective mediator.”
