2026 Russian fuel crunch widens, US‑Iran talks revive

Overview

Ukrainian attacks have knocked out about one‑third of Russia’s refining capacity, cutting crude processing to roughly 3.9 million bpd – the lowest in more than two decades and about 60 % below a year earlier. Domestic gasoline now covers only about 65 % of seasonal demand, prompting nationwide rationing, odd‑even licence‑plate restrictions and long queues. Regional authorities continue to enlist volunteers, including teachers on summer break, to staff stations, monitor lines and trial electronic queuing. The government has prolonged export bans on diesel, gasoline and jet fuel through the end of July and is seeking emergency imports of AI‑92 gasoline from Kazakhstan, India and elsewhere. Diesel futures have risen roughly 11 % in a week and retail diesel prices have climbed in several European markets. Deputy Prime Minister Alexander Novak holds daily meetings to stabilise supplies.

To fund the war‑induced budget gap of about 6 trillion roubles, the state‑run fund Gokhran will conduct an open auction of natural diamonds of 10.8 carats or more on 9 September, the first such sale since a gold‑reserve liquidation. Analysts warn the already severe fuel shortage – evident in empty stations and long lines in southern regions and occupied Crimea – could spread to transport, agriculture and industry if unresolved.

After a three‑day pause in U.S. strikes, President Donald Trump announced that “friendly” nuclear negotiations with Iran have resumed, describing them as in a serious phase. Talks are being led by Iran and Oman with participation from Qatar, Pakistan, Egypt and U.S. envoys Steve Witkoff and Jared Kushner. Trump warned that failure of diplomacy could prompt a rapid return to strong military action. The earlier cease‑fire lull had seen limited diplomatic contacts but no substantive concessions.
