Russia and ASEAN adopt Kazan Declaration 2026 to boost energy, tech and security cooperation

On 18 June 2024 in Kazan, Russian President Vladimir Putin and delegations of the Association of Southeast Asian Nations (ASEAN) approved the Kazan Declaration 2026. The summit, co‑chaired by ASEAN’s incoming chair Ferdinand Marcos Jr. and ASEAN Secretary‑General Kao Kim Horn, adopted four key documents: the Kazan Declaration marking 35 years of Russia‑ASEAN partnership, joint statements on energy and cultural cooperation, and a work‑plan for the strategic partnership covering 2026‑2030.

The declaration outlines expanded collaboration in energy, food security, transport and logistics, agriculture, digital technologies, science and technology, tourism and new‑type production. Participants also discussed building a fair, multipolar world order based on international law and the UN Charter. Officials from the Shanghai Cooperation Organisation and the Eurasian Economic Commission attended the post‑summit dinner, underscoring broader regional integration ties.

According to Russian state news agency TASS, both sides expressed a strong commitment to deepen cooperation across the listed sectors throughout the next five years.
