ASEAN‑Russia summit 2026
Overview
The 35th‑anniversary ASEAN‑Russia summit in Kazan deepened a broader energy and security partnership. Following Vietnam’s nuclear‑power agreement and a long‑term oil‑dollar swap between Russia and Malaysia, President Vladimir Putin and Prime Minister Anwar Ibrahim reaffirmed the arrangement that trades Russian crude, gas and petrol for U.S. dollars, securing Malaysia’s imports while delivering hard currency to Moscow.
Russia is now extending similar fossil‑fuel contracts and technology offers for small‑modular nuclear reactors to other ASEAN members, presenting them as affordable alternatives to Western suppliers. ASEAN officials emphasized a neutral foreign‑policy stance, saying the bloc will not exclude Russia from regional forums.
Indonesian international‑relations expert Teuku Rezasyah warned that U.S. tariffs and sanctions are pushing Southeast Asian states toward Russia and China, urging rapid implementation of the Kazan Declaration and the 2026‑2030 cooperation plan.
In June 2026 Russia announced a parallel push to export energy technologies to BRICS nations as part of its Energy Strategy to 2050, including hydrogen‑value‑chain research led by India and a planned smart‑grid and storage competence centre there. The energy ministry noted that AI now underpins 58 % of Russian energy firms and that low‑carbon generation accounts for roughly 37 % of output (about 85 % when gas is included). At the same summit, leaders signed a declaration calling for a “just multipolar world” and closer political‑security cooperation, with bilateral trade climbing to roughly $30 billion in 2025. The Philippines is negotiating regular Russian oil purchases and possible nuclear collaboration, while Malaysia, Thailand and Cambodia seek longer‑term oil‑gas deals and deeper ties across the partnership.
