Russia escalates war strategy as Ukraine intensifies drone strikes and seeks air ceasefire

In July 2026 the Russian commander‑in‑chief, Vladimir Putin, announced a new decisive phase of the war against Ukraine, promising symmetric retaliation wherever Russian territory is hit. The shift is presented as a response to growing domestic anger over Ukrainian attacks on Russian infrastructure and upcoming parliamentary elections.

Ukrainian forces have reportedly struck more than 350,000 Russian targets with drones between June 2025 and June 2026, doubling the number of Russian drone attacks. Strikes have focused on refineries, logistics hubs and major e‑commerce warehouses such as Wildberries. Kyiv and Washington are said to be discussing a proposal for an air‑ceasefire, which the Kremlin’s spokesperson Dmitri Peskov called premature.

The heightened drone campaign forces Russia to allocate additional resources to protect sites previously out of range, while the potential truce could change the conduct of the aerial war.
