Russia expands cultural influence in Africa with new Russian Houses

Russia is expanding its cultural and diplomatic presence across Africa through the opening of new ‘Russian Houses’ in several countries. Managed by Rossotrudnichestvo, the federal agency for international cooperation, these centers are designed to promote the Russian language, education, arts, and humanitarian cooperation.

The expansion involves establishing or labeling existing local organizations to serve as hubs for cultural activities, such as language courses, film screenings, and educational programs. This move follows a trend of increasing Russian engagement on the continent, often positioned as an alternative to Western influence, particularly in regions where ties with European powers have declined.

Ukraine’s military intelligence agency (HUR) has raised concerns regarding this expansion, suggesting that these cultural centers may serve as part of a broader influence campaign or a potential recruitment pipeline. This cultural outreach coincides with other Russian initiatives, including the provision of university scholarships for African students and increased military-technological showcases.
