Russia and China are expanding their political, economic, and military influence across the Sahel and broader African continent. This shift follows the rejection of French military bases and EU agreements by nations such as Mali, Burkina Faso, and Niger. Russia has utilized soft-power efforts, including investments in media and social media campaigns, alongside the supply of arms and drones. In Burkina Faso, the African Initiative has established networks of media and cultural events to promote a favorable image of Russia. However, reports indicate that some African nationals are being recruited for the Russian military through high-paying job offers, leading to citizens being deployed to the front lines in Ukraine.

Following the Wagner Group mutiny, Russian operations have transitioned to the Africa Corps, a Ministry of Defense unit composed largely of former Wagner personnel. Analysis from the Center for Advanced Defense Studies (C4ADS) identified 75 flights linked to supplying Russian forces over a 19-month period, establishing logistical corridors through North Africa and the Middle East. These operations utilize established routes to provide military support to regimes in exchange for access to natural resources and strategic bases.

Russia is further intensifying its soft-power outreach by expanding its cultural and diplomatic presence through the opening of new ‘Russian Houses’ in several countries. Managed by Rossotrudnichestvo, these centers promote the Russian language, education, and arts as an alternative to Western influence. Ukraine’s military intelligence agency (HUR) has raised concerns that these centers may serve as part of a broader influence campaign or a potential recruitment pipeline. This expansion coincides with increased university scholarship provisions and military-technological showcases.
