Russia faces fuel crisis following refinery fire and logistics warehouse destruction

Russia is facing a significant fuel crisis following fires at key energy and logistics infrastructure. In the Khabarovsk region, a fire broke out at the Komsomolsk oil refinery, owned by Rosneft. The facility, which has been operational since 1942, is a major supplier of gasoline, diesel, and marine fuel for the Russian Far East.

In the Voronezh region, a Wildberries logistics complex was destroyed by explosions and fire. Reports indicate the incident occurred during Ukrainian drone attacks, resulting in one death and two injuries.

The disruptions have led to widespread fuel shortages and long queues at gas stations across at least 12 Russian regions, including Krasnodar, Voronezh, Kaluga, and Primorye. In response to supply logistics issues, authorities in regions such as Sochi and Orenburg have implemented strict fuel rationing. In Orenburg, limits have been set at 30 liters of gasoline and 60 liters of diesel per person, alongside a “parity system” where vehicle refueling is restricted to even or odd days based on license plate numbers.
