Russia frames Ukraine conflict as war with NATO despite limited territorial gains

Russian President Vladimir Putin and General Staff chief Valery Gerasimov presented the war in Ukraine as a conflict with NATO, claiming recent successes such as the “complete liberation” of Kostiantynivka and the seizure of more than 3,000 sq km of Ukrainian territory. Independent analysis by the Institute for the Study of War, however, recorded actual Russian gains of only about 97 sq km between January and July.

The Kremlin’s narrative, described by former Ukrainian deputy chief of staff Lt. Gen. Ihor Romanenko as a propaganda effort, seeks to justify the war’s continuation and a forthcoming wider mobilisation after the September 18‑20 parliamentary vote. Putin said the analysis of Western involvement was needed for “responsible decisions in the future,” while Russian officials argue the war has expanded from a “special military operation” into a broader fight against NATO.

Ukrainian officials and servicemen dispute the Russian claims, noting ongoing Ukrainian strikes on occupied areas and highlighting the discrepancy between stated and actual territorial advances.
